How do I properly configure a secondary IP for DNS?

I am setting up a reverse proxy for a server for the first time and want to be absolutely sure of how it works. I have read and have installed Edns0 and Edns0-Cache. I have two questions about these.

Is it necessary to have the same records in both DNS servers or can I just use my new DNS server as a secondary (it will only be used as a failover when the first DNS server fails)?
If I choose the second option, how do I properly configure my primary DNS server to use the secondary DNS server as a failover? I have already added the second DNS server as a secondary server and have it working.

I have a Windows environment and Plesk 11.2
